Governance and Institutional Strengthening

SOC Onboarding

  • Conducted SOC onboarding for the 36 states plus FCT oversight committee members.

  • Routine follow up to the state oversight committee to participate in their meetings and discuss technical challenges.
SOC Heat Map
  • The team has developed a heat map that tracks set up and oversight functions of the SOCs – this will help measure the level of coordination and oversight at the State level

Financial Management

BHCPF Audit
  • The secretariat is conducting an audit of BHCPF across States in collaboration with the office of the Auditor General of the Federation
  • An MoU has been signed between the FMoH and the office of the Auditor General of Federation to conduct audit of the BHCPF since 2018.
BHCPF Communication Strategy
  • Worked with the LISDEL team to develop BHCPF communication strategy document in collaboration with the NPHCDA and NHIA Gateways
  • BHCPF social media platforms established to enhance public awareness and sensitization.
  • Published the disbursement of BHCPF to the 36 States plus FCT newspapers and online prints
  • Hosted 3 webinars with the active participation of the NPHCDA and NHIA gateway and large audience of over 100 from the sub national level including CBOs

Program Coordination and Performance Management

Gateways Workplans and Budgets
  • The MOC Secretariat has written to the gateways to summit their 2022 annual workplans and budget for review, guidance and approval.
  • The secretariat plans to invite gateways for a technical review session to understand key challenges with the implementation of each gateway.
BHCPF Monitoring Visit

  1. A monitoring visit has been conducted across 12 States from the 6 geopolitical zones in Nigeria. one (1) Senatorial district, three (3) LGA, six (6) facilities with the guidance of the State SOC and instructions from the HCH.
    • The secretariat is conducting an audit of BHCPF across States in collaboration with the office of the Auditor General of the Federation

Strategic Meetings and Communication

Partner Forum Meetings
  • Made presentations on the Status of BHCPF implementation at Development Partners meeting
  • Collaborated with Curve and LISDEL organizations to train gateways on Responsive Feedback Mechanisms in relation to BHCPF
  • Participated in a joint knowledge exchange session between Nigeria BHCPF and India PM-Jay – this focus on the use of ICT as backbone in administration of health insurance schemes.
