The State Health Insurance Agency or Scheme shall purchase services from health care providers from the Fund according to tariffs defined and published periodically by the NHIS. These rates shall be determined actuarially and be subject to review every 2 years by an NHIS accredited actuary. Provider payment shall be by capitation for primary health care facilities, and by fee-for-service for secondary health care facilities
