Emergency treatment is for all Nigerians via ambulance from the point of emergency to accredited and registered facility for only 48 hours of care. The piloting of the EMT scheme starts at the national level and will scale to the states as the states get equipped.

According to the NHAct and the new BHCPF Guideline, access to healthcare services is guaranteed for all Nigerians not only pregnant women and under-5 children. However, because of the current level of available resources the poor but indigent is currently being prioritized.

The capitation will be used to pay for the basic minimum health package as defined through the NHIS Gateway and the State Contributory Health Schemes.

There is an annual auditing mechanism and a monitoring system down to the facility level. Health facilities through the NPHCDA also give account on the fund received from the BHCPF.

Strengthening accountability is key and BHCPF is working with the office of the auditor general to ensure that funds are monitored at all levels including the facilities. Communication channels will be enhanced through the use of improved technology and Civil Society organizations will also serve as independent validators on oversight functions. The new guideline clearly states that no state will receive its allocation without evidence of compliance to the 25/% counterpart contribution.

The Act has empowered the council to determine the number of vulnerable and indigen but NHIA have so far been leveraging on the national social register and other community mechanisms. NHIA is currently working to strategize and tackle inclusion and exclusion of the vulnerable group.

CSO are now captured in the governing council structure of the NHIA, representative of the CSO and NGO are now on board to ensure accountability and transparency in the implementation. Even before signing the act the NHIA had worked out an accountability framework with some partners and will be harmonized with other partners; NHIA, NPHCDA and the BHCPF who have developed similar framework.
